The Challenge
Bank examiners congressionally mandated and legally required fair lending reviews and insurance territory analysis depend on accurate demographic and census data overlaid on banking service area maps. Prior to TalTeam’s engagement, no enterprise-wide geospatial tool existed for examiners across headquarters and regional offices, and branch managers relied on manual lookups and static maps, creating inconsistency in examination quality and considerable time overhead for each assessment.
- No enterprise geospatial tool existed for bank examiners fair lending assessments.
- Census and demographic data required integration with banking territory data in a format accessible to non-technical examiner staff.
- Any solution deployed needed to function as a standalone, unattended installation operable without IT helpdesk involvement at each regional location.
- Solution needed to scale from a small pilot group to agency-wide adoption without architectural rework.
- Examiners across headquarters and six regional offices Washington D.C., Dallas, Atlanta, Chicago, Kansas City, and San Francisco operated with inconsistent, manually assembled demographic data.
- Examination quality and consistency varied across regions due to lack of standardized data access.
The Solution
TalTeam designed and built an application a fully functional ArcGIS Online enterprise platform integrating U.S. Census demographic data, income mapping, and banking territory data into a single examiner-facing tool. Built through a complete Agile lifecycle, the application was designed from the ground up for zero-touch regional deployment, growing from a four-person pilot to 92 active users across every regional office within three years.
Geospatial Platform Development
Built ArcGIS Online application integrating U.S. Census Bureau demographic and income data with banking territory maps, providing examiners with the geographic context required for CRA and fair lending assessments.
Zero-Touch Deployment Architecture
Designed as a fully self-contained, unattended installation package; examiners at any regional office could deploy and operate the application without centralized IT support.
Enterprise Data Integration
Connected demographic, census, and agency supervisory data into a unified geospatial layer, replacing manual lookup processes with a consistent, standardized data view.
Agile Delivery
Executed full Agile lifecycle backlog grooming, sprint development, testing, and deployment within agency delivery framework; 2 major package releases with sustained enhancement support.
Agency-Wide Adoption
Scaled from 4 pilot users to 92 active examiners across headquarters and all regional offices through structured rollout and user enablement, with no architectural changes required.
Before and After Snapshot
| Metric | Before | After |
|---|---|---|
| Geospatial Access | Manual lookups, static maps | Live ArcGIS enterprise application |
| Demographic Data | Manually assembled per examination | Integrated Census and income data layer |
| Regional Consistency | Varied by office and examiner | Standardized across all 6 regional offices |
| Deployment Model | Requires It support per site | Zero-touch, self-contained installation |
| Active Users | 0 (no tool existed) | 92 examiners across headquarters and all regions |
The Outcomes
Increase
In user adoption growth over three years (4 pilot users to 92 active examiners) .
Offices
Regional offices plus headquarters enabled with geospatial tool.
